Jedi Knight Cal Kestis is another case: he is not particularly impressive as a standalone leader in the current GAC data, yet as a member of the right Jedi team he remains an excellent investment.

The October 2026 meta has also moved beyond the old group of eight Galactic Legends. There are now 10 Galactic Legends, including Ahsoka Tano and Pirate King Hondo Ohnaka, while newer units, Mercenaries, Pirates, Spectres, Era characters, and temporary datacron effects continue changing matchups.

This guide ranks characters and teams from a player's perspective, with more weight given to actual usefulness across Grand Arena, PvE, Territory Wars, Conquest, and fleets than to raw Power numbers.

A character being in A tier does not mean you should skip them. An A-tier unit that completes three important teams may be a better account investment than an S-tier unit that requires months of isolated farming.

The current fleet meta continues to favor Leviathan, followed by Profundity and Executor among the major endgame fleets.

II. How This SWGOH Tier List Ranks Characters

   A. Strength, Leadership, and Synergy

I rank characters by what they actually accomplish inside teams.

Raw damage matters, but leadership abilities and team interactions often matter more.

Leia Organa, for example, does not need to personally top a damage chart to be one of the best characters in SWGOH. Her Rebel squad is difficult to dismantle and useful in multiple modes.

The same applies to supports such as Huyang or Captain Drogan. Their value comes from making another premium team much stronger.

   B. Game Mode and Investment

A unit that dominates Grand Arena can be average in Territory Battles.

Omicrons are the obvious reason. Some abilities are specifically designed for GAC, Territory Wars, or other modes.

Acquisition cost matters too. Third Sister is powerful, but unlocking her historically required a guild capable of handling difficult Inquisitor Territory Battle content. That makes her much less accessible than Commander Luke Skywalker.

   C. Mods, Relics, Abilities, and Datacrons

Mods can completely change performance.

A 320-Speed support and a badly modded version of the same character should almost be considered different units.

Relics matter for survivability, damage, Mastery, Journey requirements, and fleets.

Zetas and Omicrons can transform kits.

Datacrons are even more extreme, but they are temporary. I do not permanently move a mediocre character into S tier just because one seasonal datacron temporarily turns them into a raid boss.

For pure endgame impact, Supreme Leader Kylo Ren remains one of my favorite attackers. He ramps damage, destroys teams over longer battles, and currently leads one of the highest-performing GL offensive squads.

Leia Organa combines durability, damage, and Rebel synergy so well that she remains one of the game's safest roster investments.

Ahsoka Tano works more like a defensive centerpiece. Her optimal Spectre squad is difficult to remove efficiently, especially when supported by Ezra Bridger (Exile), General Syndulla, Huyang, and Padawan Sabine Wren.

Among non-GL characters, Starkiller is still ridiculous in Grand Arena. He remains one of the highest-rated individual team members in current Kyber data.

Darth Malgus without Sith Empire support is not nearly as threatening.

Jedi Knight Cal Kestis becomes dramatically better when added to an elite Jedi lineup.

Starkiller requires the correct Light Side/Dark Side Force-user composition to unlock his full GAC potential.

Never farm a character because a tier list shows a gold S beside their portrait. Farm the team.

SLKR is currently performing incredibly well, especially with modern First Order/Dark Side Vision combinations.

Leia remains an outstanding 5v5 offensive and defensive investment.

Ahsoka's proper Spectre lineup is among the strongest defenses currently being placed.

Lord Vader has benefited enormously from years of better Empire options and changing datacrons.

   S Tier – Rey, Jedi Master Kenobi, Pirate King Hondo

Rey remains frustrating on defense and becomes dramatically stronger when seasonal datacrons favor her lineup.

JMK is still one of the cleanest all-purpose GLs when Commander Ahsoka Tano is available.

Pirate King Hondo is the newest GL and gives Pirates a legitimate endgame identity. He is strong, but his specialized Pirate requirements make him harder to recommend as someone's first GL.

   A Tier – Jedi Master Luke, Jabba, Sith Eternal Emperor

JML remains excellent for Jedi-heavy PvE accounts and gives you access to several high-value Jedi farms.

Jabba is still extremely valuable because Hutt Cartel supports special PvE rewards and his squad remains difficult in both GAC formats.

SEE is a dangerous offensive tool but generally offers less broad roster value than the leaders above him.

   B. Offense vs Defense

SLKR, JMK, SEE, and JML generally give me confidence as offensive tools.

Leia, Ahsoka, Rey, Lord Vader, and Jabba can consume expensive counters on defense.

Hondo can do either depending on your Pirate roster.

   C. Cost vs Usefulness

This is where tier lists become misleading.

The newest GL is not automatically the best first farm. A 2026 account that has already built CLS Rebels, Jedi Knight Luke requirements, and several Rebel fleets may be much closer to Leia or JML than Hondo.

V. Which Galactic Legend Should You Unlock First?

   A. Best First GL

For a completely fresh player, Supreme Leader Kylo Ren remains one of my favorite first-GL targets.

His requirements build a functioning First Order roster, his team remains extremely competitive, and his damage scaling works in many PvE situations.

He is also currently sitting near the top of real GAC performance.

   B. F2P Farming Priorities

If your account has a strong Jedi/CLS foundation, Jedi Master Luke becomes very attractive because his requirements connect with Jedi Knight Luke and multiple useful Rebel characters.

If you already have deep Rebels, Leia Organa is worth considering.

If you want Hutt Cartel PvE rewards, Jabba remains strategically valuable even when he is not the number-one PvP GL.

   C. Farm Based on Your Roster

Do not pivot halfway through a six-month farm because a new tier list appears.

Finish the path where you already have the most relic requirements completed unless the farm is clearly a dead end.

VI. Best Non-Galactic Legend Characters

   A. Darth Malgus, Starkiller, and Third Sister

Starkiller is the standout here. His current GAC member rating remains among the highest in the game.

Darth Malgus still leads an excellent Sith Empire squad, particularly on defense. Darth Revan, Bastila Shan (Fallen), Darth Malak, and Sith Empire specialists give him plenty of options.

Third Sister remains the core Inquisitor leader. Her ranking is stronger defensively than offensively, especially in smaller GAC formats.

   B. Baylan Skoll and Jedi Knight Cal Kestis

Baylan is an A-tier Mercenary leader. His Soldier of Fortune mechanics, durability, control, and GAC Omicron make him particularly irritating when paired with units such as Shin Hati and other Mercenary pieces.

Jedi Knight Cal is different. His leadership is not what earns him a high recommendation. As a team member, he is far more impressive and remains an excellent piece for high-end Jedi compositions.

   C. Accessible Alternatives

Commander Luke Skywalker is still one of the best examples of an old character who never became irrelevant.

General Skywalker remains a strong 501st leader.

Traya with Omicron investment can still generate excellent GAC value.

Captain Rex transformed Phoenix from a beginner faction into a serious team.

JKCK is especially valuable because his utility is much better as a premium Jedi member than as a standalone leader.

   B. Sith

SEE gives Sith a GL anchor.

Malgus handles Sith Empire.

Traya remains a strong GAC leader with Omicron investment.

Darth Bane can destroy far more expensive teams with a minimal Sith lineup, making him one of the best roster-efficiency units in the game.

   C. Unaligned Force Users

Cere Junda remains the natural home for many UFUs.

Starkiller is technically an UFU himself, but his unique squad structure wants a very particular combination of Jedi, Sith, Light Side UFU, and Dark Side UFU characters.

IX. Best Rebel, Empire, and Imperial Trooper Teams

   A. Rebels

Leia is the premium Rebel leader.

A modern Leia lineup can use Captain Drogan, R2-D2, and other strong Rebel pieces.

CLS remains the more accessible alternative:

CLS / Han Solo / Chewbacca / C-3PO / Threepio & Chewie

That team continues to punch far above its age.

   B. Empire

Lord Vader is the premium Empire anchor.

Outside GL teams, Empire still has Palpatine/Mara Jade combinations, Iden-led leftovers, and various Imperial specialists.

   C. Imperial Troopers

Veers-led Troopers remain excellent for turn-meter snowballing:

Veers / Piett / Dark Trooper / Range Trooper / Gideon or Starck

Imperial Troopers are particularly good when you can take the first turn and prevent the opponent from ever getting momentum.

X. Best Teams for Other Major Factions

   A. Bounty Hunters, Nightsisters, and Inquisitors

Bounty Hunters remain useful because they unlock Chewbacca, Executor requirements, and several PvP counters. Bossk is still the easiest general leader to recommend early.

Modern Nightsisters are much stronger with Great Mothers, Morgan Elsbeth, and Merrin-era support than the old Talzin/Daka-only image suggests.

Inquisitors peak with Third Sister.

   B. First Order and Resistance

First Order exists primarily to support SLKR, and that is enough to make the faction worth farming.

Resistance revolves around Rey, though Zorii teams provide another useful non-GL branch.

   C. Phoenix, Clones, and Geonosians

Phoenix with Captain Rex is one of the best examples of a beginner team getting a late-game upgrade.

501st under General Skywalker remains the premier classic Clone lineup.

Geonosians are still excellent early because they provide ships, Wat Tambor mission utility in older Territory Battle progression, and a solid defensive team before endgame counters become common.

XI. SWGOH Grand Arena Tier List: Best 5v5 Teams

   A. Offensive Squads

Current data puts Leia-led teams among the strongest 5v5 offensive squads.

SLKR also posts excellent offensive performance when using his modern best lineup.

Other teams I like saving for offense include JMK, SEE, Starkiller, Darth Bane, and CLS because their counters are generally predictable.

   B. Defensive Teams

Ahsoka Tano's Spectre squad is one of the most common premium defenses.

Rey, Lord Vader, Leia, Malgus, Baylan, and Third Sister can also force difficult decisions.

   C. Banner Efficiency

Winning is not enough in GAC.

A team that wins with full Health and Protection is much more valuable than one that barely survives.

That is why clean counters, undersized squads, and precise matchup knowledge matter so much.

XII. SWGOH 3v3 Tier List and Best Teams

   A. Strong 3v3 Combinations

3v3 completely changes the value of certain characters.

Darth Bane loves smaller squad sizes.

The Stranger with Maul (Hate-Fueled) and Starkiller is currently an elite 3v3 combination.

Jabba with Boushh and Krrsantan remains a frustrating defensive trio.

Leia with Drogan and R2-D2 performs extremely well on offense.

   B. Offense and Defense

GLs are harder to spread efficiently in 3v3 because every premium character represents a larger percentage of a squad.

Characters with self-contained kits become disproportionately valuable.

   C. Why 5v5 Rankings Do Not Transfer

A five-character team may depend on two supports that no longer fit in 3v3.

Conversely, a powerful two-character core may become dominant when it needs only one extra unit.

Always use a separate 3v3 plan.

XIII. SWGOH Team Counters and Matchup Planning

   A. GL and Non-GL Counters

Before attacking, check actual battle data rather than relying on memory.

SWGOH matchups change constantly.

A counter that worked against Rey six months ago may fail because the current datacron gives her team a completely different mechanic.

   B. Required Upgrades

Check:

Relic levels.

Omicrons.

Zetas.

Mods.

Datacron level.

Datacron character affix.

Exact fifth squad member.

One missing Omicron can turn an easy counter into a disaster.

   C. Investment Differences

A counter with an 85% win rate at similar relics may collapse when you attack R9 tanks with R5 characters.

Stats matter.

XIV. Best Characters and Teams for PvE

   A. Territory Battles

PvE investments should prioritize teams capable of completing missions repeatedly rather than one flashy GAC counter.

Jedi, Inquisitors, Galactic Legends, and faction-specific high-relic teams remain major Territory Battle investments.

Third Sister herself came from difficult guild-oriented Inquisitor progression, showing how closely TB can shape roster priorities.

   B. Conquest

Conquest rewards flexible rosters.

CLS remains excellent for many feats.

JML is useful for calling weak feat characters to assist.

Teams with strong control, survivability, and mass assists become especially valuable.

   C. Multi-Mode Investments

The best F2P farm is one that solves several problems.

CLS helps GAC, Conquest, Territory Battles, and Journey requirements.

Executor requirements strengthen Bounty Hunters, Imperial characters, and your fleet roster simultaneously.

Those overlaps are what I look for.

XV. Best Territory Wars Teams

   A. Offense and Defense

Territory Wars is guild strategy, not individual tier-list strategy.

A team your guild wants on defense may be more valuable than something with a slightly higher GAC win rate.

   B. TW Omicrons

Some characters receive enormous mode-specific boosts through Territory War Omicrons.

Do not rank them using ordinary GAC performance.

   C. Guild Coordination

Follow your guild's defense plan.

If leadership asks everyone to build Inquisitors, Pirates, or a specific fleet, coordinated investment can be more valuable than five members independently chasing different S-tier characters.

Leviathan remains the premium fleet at the top of current GAC fleet performance.

Profundity remains extremely reliable offensively with Han's Millennium Falcon, Outrider, and Rebel Y-wing.

   A-/B+ Tier – Executor

Executor is still one of the most important account farms.

Hound's Tooth, Punishing One, Razor Crest, and other Bounty Hunter ships keep it competitive even as the absolute top fleet meta moves forward.

   B Tier and Below

Negotiator.

Chimaera.

Home One.

Finalizer.

Malevolence.

Raddus.

Their exact order depends heavily on matchup and ships.

   B. Supporting Ships and Pilots

Fleet strength is not just the capital ship.

Pilot relic levels improve ship stats, and reinforcement order can decide battles.

Do not unlock Executor and then leave every pilot at weak relic levels.

   C. Fleet Farming Priorities

For a newer account, I still like building toward Executor because its requirements overlap with useful characters and Bounty Hunters.

Profundity is excellent for Rebel-focused accounts.

Leviathan is the eventual top-end Sith fleet target, but its requirements are not beginner-friendly.

XVII. Best Builds, Mods, and Relic Investment Priorities

   A. Mods by Role

Tanks usually want Health, Protection, Defense, and sometimes Tenacity.

Fast supports want Speed.

Debuffers want Speed plus Potency.

Attackers usually want Offense, Critical Damage, and enough Speed to actually take turns.

Never copy a mod set without understanding why it works.

   B. Relics and Ability Upgrades

Relic your core damage dealer, tank, and important Journey requirements first.

Apply Zetas that fundamentally change the kit before small luxury upgrades.

Omicrons should go to teams you actually use in their intended mode.

   C. Datacrons

Datacrons can make an ordinary team absurd for a few months.

Use them. Farm them if you are competitive.

But do not spend permanent relic resources solely because one temporary datacron makes a mediocre unit look unbeatable.

XVIII. Best Beginner Teams and F2P Farming Roadmap

   A. Early Teams

For new accounts, I still like building accessible squads that lead somewhere:

Phoenix with Captain Rex.

Imperial Troopers.

Geonosians.

Bounty Hunters.

CLS requirements.

A practical long-term path might look like:

Phoenix → Emperor Palpatine/Thrawn.

Geonosians → early fleet foundation.

Bounty Hunters → Chewbacca and Executor progress.

CLS Rebels → strong multi-mode team.

Imperial Troopers → reliable PvE/GAC offense.

Then commit to one major Journey or Galactic Legend.

   C. Avoid Scattered Farming

The worst F2P mistake is farming 25 characters to Gear 9 and finishing none of them.

Pick a target.

For competitive play, basically every GAC season.

For new players, I would not chase the newest character simply because they sit in S tier. Build Phoenix, Imperial Troopers, Geonosians, Bounty Hunters, CLS, and a competent fleet foundation. Then pick one major Journey target and finish it.

For fleets, Leviathan currently owns the top position, with Profundity and Executor remaining the next major targets worth respecting.

And above everything else, remember that SWGOH is a team-building game. A perfectly modded A-tier squad with the correct relics and Omicrons will beat a badly assembled collection of S-tier characters almost every time.

Use the tier list to choose your destination. Your farming plan, mods, relics, and matchup knowledge are what actually get you there.
